For as long as armed conflict has existed, civilians have been caught between warring parties and continue to bear the brunt of war around the world. Is there an international framework requiring warring parties to protect civilians during armed conflict? What are some of their obligations? Are these measures effective, and does more need to be done?
Nathalie Weizmann, Senior Legal Officer at the United Nations Office for the Coordination of Humanitarian Affairs, will address these questions and more during this lunchtime conversation.
