Spying and the gathering of intelligence are regular features long carried out by nation states. But is there a legal framework that governs peacetime intelligence operations? Does it set limits and boundaries on how they are carried out? Are there principles of international law that guide spycraft? And is international law keeping up with technological developments used in spying? This lunchtime conversation with Dr. Asaf Lubin will explore these and other questions.

Dr. Asaf Lubin is an Associate Professor of Law at Indiana University Maurer School of Law and the author of the forthcoming book, The International Law of Intelligence: The World of Spycraft and the Law of Nations (Oxford University Press, 2024).
