State and Local Legislation: Substance, Process, and Politics
This course teaches the principles involved in drafting legislation and regulations and incorporating policymaking into drafting. Students will also learn the legislative process from the conception of a piece of legislation through its taking effect with exercises on bill negotiation and public hearings. This course is recommended for students interested in advocacy, working for a legislative body, lobbying, or shaping public policy.
The writing portion of this course is focused on effective research and drafting of legislation. The course also examines the key legal principles essential to the legislative process including legislative powers, statutory construction, and preemption/federal supremacy.
This course satisfies the Writing Requirement. It does not satisfy the Experiential Learning Requirement. Enrollment is limited.
